Categorization of Parties under UNFCCC
Annex I Parties
Primarily industrialized countries and economies in transition.
View Commitments
- Adopt national policies and take corresponding measures on the mitigation of climate change by limiting their anthropogenic emissions of GHGs and protecting and enhancing their GHG sinks and reservoirs.
- Aim to return individually or jointly to their 1990 levels of anthropogenic emissions of CO₂ and other GHGs not controlled by the Montreal Protocol (non-binding aim under Convention, strengthened under Kyoto Protocol).
- Provide financial resources to developing countries for implementing measures covered by Article 4, paragraph 1.
- Promote, facilitate, and finance the transfer of, or access to, environmentally sound technologies and know-how to other Parties.
- Report regularly on their climate change policies, measures, and projected GHG emissions.
Annex II Parties
A sub-group of Annex I, consisting of wealthier OECD members.
View Commitments
In addition to Annex I commitments, they have special obligations:
- Provide financial resources to developing countries to help them meet their commitments (e.g., for adaptation, mitigation, reporting).
- Facilitate technology transfer.
Non-Annex I Parties
Primarily developing countries, diverse group including LDCs and SIDS.

- Report on steps taken to implement the Convention (National Communications, BURs, BTRs).
- Develop national programs for climate change mitigation and adaptation.
- Promote and cooperate in development and diffusion of technologies to control GHG emissions.
- Cooperate in preparing for adaptation to climate change impacts.
Eligible for financial and technological support from Annex II Parties.
Least Developed Countries (LDCs)
A specific group of Non-Annex I Parties recognized by the UN as particularly vulnerable and having low adaptive capacity. They receive special consideration and support under the Convention.
Key Mechanisms and Bodies under UNFCCC
Conference of the Parties (COP)
The supreme decision-making body. All Party States are represented. Meets annually to review implementation and take decisions.
SBSTA
Subsidiary Body for Scientific and Technological Advice. Provides COP with advice on scientific/technological matters.
SBI
Subsidiary Body for Implementation. Assists COP in assessing and reviewing effective implementation.
UNFCCC Secretariat
Located in Bonn, Germany. Provides administrative, technical, and logistical support. Facilitates negotiations and implementation.
Financial Mechanism
Provides financial resources to developing country Parties on a grant or concessional basis, including for technology transfer.
Operating Entities & Funds
- Global Environment Facility (GEF): Operating entity since Convention's entry into force.
- Green Climate Fund (GCF): Established at COP16 (Cancun, 2010) as another operating entity.
- Other funds include: Special Climate Change Fund (SCCF), Least Developed Countries Fund (LDCF), and the Adaptation Fund.
Technology Mechanism
Established to facilitate enhanced action on technology development and transfer to support action on mitigation and adaptation.
Consists of: Technology Executive Committee (TEC) and the Climate Technology Centre and Network (CTCN).
Significance and Achievements of UNFCCC
Key Contributions
- Established a global framework for international cooperation on climate change.
- Raised global awareness about the issue.
- Led to the creation of the IPCC for scientific assessment.
- Provided a platform for negotiating legally binding agreements (Kyoto Protocol, Paris Agreement).
- Established principles like CBDR-RC and the precautionary principle.
- Facilitated reporting and review of national actions.
Limitations of UNFCCC (as a framework convention)
Challenges and Constraints
- The Convention itself does not set binding emission reduction targets for individual countries.
- The CBDR-RC principle, while important, has sometimes been a source of division and slow progress.
- Effectiveness depends on the political will and commitment of Parties.
